To add that section it will depends on the admin's mentality. But i think it is not good one to open a section like that though we can use other section or forum for our necessary things

No, wait, there was this one Star Trek forum that I stumbled across once, I do believe it lacked a off-topic forum, but I forgot the URL because I didn't ever want to go back there (because it lacked an off-topic forum, as well as a forum where I could suggest an off-topic forum).

Yes, off topic can be also called "shooting the breeze" Just a section for anyone who wants to say anything.

True. Most forums do offer a "General Discussion" or "Lounge and Chatting" section. You just have to set some ground rules first, like no political or religious posts, or you'll end up with long involved flame wars.

Some sites also offer live chat via IRC using Freenode. But it's usually a hassle to moderate, if you can get enough members to use the service to make it worth it.
