google policies is only for us???

i am talking about AdSense for mobile content program policies.
which says you cant use double ad unit at top of the page.
but look in to this screenshot.

haha great find, it is really stupid that google does stuff like that. But i guess that they are GOOGLE and they are god so they can do what they want
