When I click start ---- control panel ---- network and internet connections the internet options feature is missing.
This stops internet explorer working.
Stops windows live mail working.
Stops otlook express working.
And stops my live/home page working.
I can get to all these and other features using Firefox but it becomes very laborious not being able to access them from the desk top.
I hope this makes it a bit clearer.

Yes, i have experienced this problem too.
You should not uninstall IE if you are going to upgrade or downgrade.
If you do the steps you said it will make your whole system think that there is no IE installed (old or new).
What you need to do is just launch he installer of old or newer version of IE this will give you a list of options including remove, install, repair....the installer is the one that has the power to uninstall IE without doing some small damages to your programs and/or to your system.
