Can you give us some picture, to be able to research regarding your problem on your MAC.

Also, on start up there is a male picture that says other User, have I been hacked ?

On start up/sing in there is a new User the name is other and the picture is a silo et of a male I now have NO system Preferences/applications and 9.2 classic is half working and I don`t know what OS X 10.2.8 is doing, if anything at all

Half of your MAC System is working, my diagnose it we cannot rather specify what is the problem on your MAC system.
For me, contact to the nearest Computer Center for further actual diagnose on your system, with this effort we have as long as we cannot see the problem of your MAC system then we cannot continue to help. Rather it is the best way that you should bring it to Computer Technician and check on regarding your problem.
We do really want to help you my friend but this time its too complicated.
All i can say is that MAC System is very easy to use, no hassle, no viruses, no spammer & etc... but when it start to trouble or having problem, it's necessary to check with when regarding the MAC System. I used before of it but its difficult to use when all the users are using WINDOWS Systems.
