Default Win98 display driver trouble, among others

Yea I found you, woo hoo!

I turned it on two days ago and I had no screen. then after using the startup disk/safemode I got supersized and strobing display.
I used display properties and it will only allow me to set the lowest or highest not in the middle. It keeps giving me a MS has restored your desktop settings message, The desktop is about 1/5 missing off to the right which is making the taskbar disappear and making using any program a problem. And of course I cannot access anything on that side of the desktop. I reloaded windows98 to no effect. I looked at a similar post and do not know where Graphics Properties is to try that suggestion. I suspect it won't work, the problem seems deeper.
I got it to where I am now. I did not find help that time. This was several hours, I have a FutereWare here is the system information-
    Microsoft Windows 98 4.10.1998
Upgrade using Full OEM CD /SrcDir=D:\WIN98 /IQ /U:xxxxxxxxxxxxxxxxx
    IE 5 6.0.2800.1106
    Uptime: 0:01:05:51
    Normal mode
    On "K7K9A4" as "inton"
GenuineIntel Pentium(r) II Processor Intel MMX(TM) Technology
    160MB RAM
    56% system resources free
Windows-managed swap file on drive C (3114MB free)
    Available space on drive C: 3114MB of 4110MB (FAT32)

I came back yesterday and it was all messed up again and when I got it to where it is now I could not reload windows as the D drive had gone missing. I messed around and got it to show and reloaded windows again. I found Wise registry cleaner and used it. That was a couple hours.
Then this morning I am here and I found Old Version. Woohoo, I have downloaded the ATI display driver for win98. I haven't restarted yet as I wanted to post first in case the thing goes blank again so I can use another computer to check.
I'm guessing I need a software scanner to diagnose, and repair ad-aware and spybot haven't fixed it. ANy suggestions? I also suspect my BIOS is corrupted, and possibly preventing my windows disk from loading correctly.
The strobing has gotten worse as I wrote this! Yikes

    Thanks in advance

Ok it restarted but i'm not fixed and I cannot tell if the driver loaded. Oh yea the taskbar won't drag either. This strobing relly hurts the eyes. I'll come back later I need a break.

Hi try to run safemode first then uninstall your graphics driver, then restart your computer, wait for the windows to load then install your graphics driver again.
