There is something that prevents ares from connecting. If it says it is connecting but after a few seconds or minutes it doesn't, then follow slavezeros advice. Maybe the firewall is preventing ares to connect.

are you using some security softwares? defender, anti spyware etc...? if not then try viewing open ports ... type netstat -an in command prompt with ares closed... to see if ares ports are being used with another applications... just try...
