i can not connect to ares it always says connecting but in other computer it works

There is something that prevents ares from connecting. If it says it is connecting but after a few seconds or minutes it doesn't, then follow slavezeros advice. Maybe the firewall is preventing ares to connect.

remove ares and use utorrent to download torrent files
or use
orbit download manager
are you using some security softwares? defender, anti spyware etc...? if not then try viewing open ports ... type netstat -an in command prompt with ares closed... to see if ares ports are being used with another applications... just try...
