I think you are using the iTunes 8.2.1 (64-bit) not compatible with your Windows 7 system, check your operating system is 32bit or 64bit.
Then download the iTunes 8.2.1 (32bit) version.

the iTunes 8.2.1 (64-bit) is saying that its unreadable because it was made by a newer version i have a windows 7 and i prevously had an itunes 9.1 or something it was up to date please help.

So here is the deal.
Since you are trying to downgrade your iTunes version this is the most common problem. What you need to do is go to your Music folder and then open iTunes folder and from that folder drag a file called "iTunes Library.itl" or iTunes Music Library.itl to your desktop.
Once you do this, I guarantee you that your downgraded version of iTunes will work perfectly fine.
