My Itune Will Not Install

It All Started When I Delete I Tunes Fom Start Menu And The Apple Software Update And Then I Went To Add And Delete And They Were Still There I Tryed Deleteing It From There And It Said File Not Located So I Tryed Reinstalling Itunes And It Said Please Contacrt Your Local Support Group I Dont Know What That Is Then I Tryed Installin Hte Old I Tunes From Oldapps.com And It Said 1607: Unable Install Shield Scripting Runtime Wat Should I Do Please Help Me Sent To young_l_o_c@yahoo.com Please

First of all just by deleting from Start Menu iTunes would,'t stop working. Go to C:\Program Files\iTunes and double click on itunes.exe see if that opens up.
